Quran Cordoba , November 2025 — The Human Resources Development Agency (BPSDM) of West Sumatra invited the President Director of Quran Cordoba to a collaborative event and successfully held a Thursday learning series webinar, entitled “ Improving Quranic Literacy: Quranic Programs and Easy Quran Memorization Techniques ” via Zoom Meeting.
The event, which was held on Thursday, November 27, 2025, from 08:00-10:00, was attended by 214 participants from various government agencies, civil servants in West Sumatra, Cordoba employees, educators, and the general public who are concerned about improving Quranic literacy in Indonesia.
The webinar featured Usman Elqurtuby, S.Ag., M.Pd., President Director of Quran Cordoba, as the main speaker, moderated by Ir. Abd Hamid, M.Si., and began with remarks by Drs. Barlius, MM, Head of the West Sumatra Human Resources Development Agency (BPSDM).
In his opening presentation, Ustad Usman emphasized the urgency of improving the ability to read and understand the Quran among the community. Citing data from IIQ Jakarta, he revealed that approximately 65% of Indonesians are still Quranic illiterate.
Several factors causing this worrying condition include:
1. Lack of access to learning the Quran evenly.
2. Distribution of Quran teachers is not optimal.
Other factors such as the absence of a sustainable mentoring program, cause a high percentage of people who cannot read the Quran.
"There are three sections of webinar material: Quranic literacy, program design, and easy Quran memorization techniques," he said.
Therefore, in accordance with the support from the Head of BPSDM in his remarks, it is necessary to improve human resources, commit to providing training, and support other development programs, such as morals and spirituality to improve the professionalism and integrity of civil servants, including in the aspect of Al-Quran literacy.
In his presentation, the President Director of Quran Cordoba, Usman Elqurtuby, emphasized that the process of memorizing the Quran cannot be done instantly.
"Don't focus on targets. The most important thing is a consistent process. Memorization relies on repetition—listening, reading, repeating. If done daily, the verses will naturally stick," he explained.
He stated that improving Quranic literacy doesn't stop at reading, but also includes understanding, practicing its values in daily life, and spreading it through preaching.
"There are five aspects of Quranic literacy: recitation (tilawah); reading with correct tajweed (contemplation); contemplating its meaning (tazakkur); learning lessons (tahfiz and tathbiq); and internalizing memorization and applying its values," Usman explained clearly.

The next material, about 5 principles for designing a Quranic literacy program, including:
1. Systematic, gradual learning modules
2. Measurability, there are competency indicators
3. Affordability, adjusted to the busyness or activities as a civil servant
4. Continuity, not temporary or just a momentary event
5. There are tutors and mushaf media
Next, Ustaz Usman explained the memorization method of the Mushaf Al-Hufaz Quran Cordoba, the One Day One Color program, the use of visual methods, audio repetition, and time duration.
During
Usman answered clearly that: Contemplating nature is done through observing kauniyah verses—the signs of Allah's greatness in the universe. Contemplating the Quran is contemplating the qauliyah verses, namely the words of Allah read and understood from the Mushaf.
Both are media for getting closer to Allah, but the recitation of the Koran is the basis that directs every Muslim to the truth that is maintained.

Before
In this session, participants are invited to practice memorizing Surah Luqman based on the color blocks typical of the Al-Hufaz method which makes it easier to map verses, read tartil, and strengthen visual memory. By seeing, remembering, reading and repeating it many times.
This method received high enthusiasm from the participants, enthusiastic because it can be applied by all ages, including beginners.

• Provision of mushafs for Quran endowments, and others
The event closed with appreciation to all participants who followed the activity until the end and a commitment to continue building a culture of Quran literacy in the ASN environment and the wider community.
